The United States and almost every other democrcaty have discovered that the best
Counter Terrorism method is CASH and Lots of it. The United States has a standing reward of upto
4 MILLION DOLLARS
for information leading to the capture of a terrorist or terrorist group.

Once you join a terrorist organization it is very hard to get out.  Trying may cost you your life.
So the reward program gives terrorists who turn in there comrads
the money to disapear and start a new life.
