Student Parking Information
Parking regulations are enforced year round. Students should obtain a permit prior to parking on campus, or should utilize a meter or purchase a visitor permit until a permanent permit can be purchased. Permits must be purchased online. Pro-rated annual permits are available for the spring and summer sessions.
2011 - 2012 Permit Sales
More information on 2011-2012 permit sales. The Bursar Account Payment Option will no longer be available after Friday, June 17th. Please note that if you have not registered for classes, you cannot purchase a permit. The C.O.D. Payment Option (Cash/Check) will not be available until early July. Please check back for further updates. For those paying by C.O.D, you have 5 business days to pay for your permit.
Parking Changes Fall 2011/Spring 2012
As the campus continues to grow, several construction projects will begin during the summer 2011. The construction projects will have a great impact on the campus parking demand. Many parking changes will be implemented for fall 2011 - spring 2012.
Parking Changes-
- Virtual Permit System goes into effect- see below for more details
- Permit sales begin on May 16th with your Bursar’s Account as a payment option until June 17th. After this time, students will still be able to purchase permits; however, the Bursar payment option will no longer be available.
- New West Village Garage Opens- will feature Resident, Faculty/Staff, Visitor, Admissions Tour, and overflow parking
- Levels 1 &2 will be designated for Faculty/Staff and Visitors, Level 3 will be overflow parking, and Levels 4-6 will be designated for Residents
- Freshmen Commuters will be able to purchase an Overflow permit and park on campus at the Towson Center and West Village Garage Overflow areas
- A limited number of West Village garage spaces will be available to Freshmen Residents. Permits will be sold on a first come first serve basis. Those who do not obtain one of these permits may place their name on the wait list.
- Lot 20 at the Towson Center will be closed due to construction of the new arena
- The Admissions Tour spaces in Lot 11 will be relocated to the West Village Garage and will be replaced with Commuter and Visitor parking
- Faculty/Staff parking lot restrictions will end at either 5 or 7 p.m., please note individual parking areas’ signage and that some type of valid TU permit is still required to park in these lots until 8 p.m.
Transportation Changes-
- Gold Route will service West Village Commons and Towson Run throughout the day via Emerson. The stop on Osler will be discontinued.
- A new Black Route will be introduced during peak times- this route will serve all of the same stops as Gold except Towson Center. This will allow the core Campus stops to be served more frequently between the Black and Gold routes.
- County Garage route will no longer be in service
- Rodgers Forge Route will be expanded to include Walker Manor and Drum Castle apartments.
- Off campus shuttle route evening hours will be extended to accommodate those students who have classes that end at 9:50 p.m.
Virtual Permit System-
With the implementation of the License Plate Recognition (LPR) system the department will be switching most of the campus community to a virtual parking permit. In short this means that you will no longer be issued or need to worry about physically displaying a parking permit on your registered vehicle. Your license plate will be used to verify that you have a valid permit.
Advantages of Virtual Permits for You-

No need for temporary permits. If you forget your permit, have a rental, or are using a family member's vehicle, you don't need to come into the Parking & Transportation Office for a temporary permit. Simply register your new vehicle with Parking & Transportation. See the Register Your Vehicle section below for instructions on how to register your vehicle.

Improper Display and Failure to Display citations will be a thing of the past. With no physical permit, there's no need to worry about your permit falling off your rear-view mirror or being blocked by an air freshener.

Better enforcement for those who have purchased a permit. Utilizing Virtual Permits in conjunction with our LPR system (License Plate Recognition) will allow Parking & Transportation Services to better manage parking resources helping to ensure more parking is available to those who have paid for a parking permit.
Important information to know about the Virtual Permit system-

All of your vehicles must be registered with Parking & Transportation Services.

A maximum of 3 vehicles may be registered with your permit. Rental vehicles used temporarily do not count against your total number of vehicles. All vehicles must be either be registered to you or a family member of yours living at your address of record with the University. Those seeking exceptions to this policy must come in person to the Parking & Transportation Office. Documentation will be required and approval of an exception is at the discretion of Parking & Transportation Services.

Only one of the vehicles registered to your permit is allowed to be on campus at any given time. The LPR system will identify multiple vehicles registered to one permit being on campus at the same time. Having multiple vehicles registered to one permit on campus at the same time is a serious violation of Parking & Transportation Services policies and guidelines and unfairly takes spaces away from other permit holders. Offending vehicles will receive a $300 citation and/or will be towed and the driver & permit holder may be subject to other sanctions.

Those seeking to share a parking permit MUST sign up for AND be approved for a Carpool Agreement prior to doing so. Resident students may not be a part of a Carpool Agreement. The individual in the Carpool with the most restricted permit type available to them will be the one in the Carpool group to purchase the permit.
Move In / Move Out Notice
Students moving into the residence halls must park in a legal space with the exception of times when the Police department is controlling the areas around housing locations. Unless directed by the police to park in a restricted area, please park in a legal parking space. For the safety of the community, fire lanes must remain clear at all times.
Spring Semester & Summer Permits
Students wishing to purchase a permit for the spring semester should select the "Annual Permit" when prompted by the system. The annual permit is sold at a pro-rated amount for the spring semester. Permits are pro-rated on a weekly basis. As such students who purchase their permits in December for the spring will pay a higher rate than those who choose to wait and purchase their permit in January just prior to the start of the spring semester.
Fall semester permits are valid through January 31, 2012.
Commuter, Resident and Evening permits must be purchased online. Cash and check payment is available online; for these payment methods, the permit must be picked up at the Business Office.
Students eligible for special group permits must purchase them in person at the Auxiliary Services Business Office and provide verification of their eligibility.
