PARKING AND TRANSPORTATION SERVICES

Fine Structures

In order to efficiently use parking resources and provide safe and available on-campus parking, traffic and parking regulations are enforced year round.  The university has authority to issue citations on campus under the Maryland Uniform Citation Code.  University citations carry the same weight and importance of any citation issued by a law enforcement agency in Maryland.  Individuals who have outstanding citations may be subject to university sanctions, referral to the State Central Collections Unit (CCU) or administrative holds and fees with the Motor Vehicle Administration.

Sanctions for Using a Lost, Stolen, Improperly Obtained or Altered Permit

 
 
  • Issuance of parking citation
  • Vehicle is subject to towing and impoundment
  • Offender will forfeit parking privileges for the remainder of the academic year
  • If parking privileges are revoked, the offender will forfeit any refund for the parking permit
  • If offender was involved in the infraction but was not issued a citation, he or she will be subject to a fee equivalent to a citation assessed on his or her account.
  • Offender will be referred to The Office of Student Conduct and Civility Education or Human Resources as applicable.

Fines

Note: A Towing Relocation Fee in the amount of $60 may be issued for vehicles that need to be moved from one location to another as a result of a special event or improper parking.   This citation is issued as a fee and is not appealable.

Improper Use of a Towson University Permit

Issued for utilizing or possessing a permit which has been altered, reproduced, reported lost or stolen or improperly obtained from an agency or person other than Parking and Transportation Services.  Possession of a lost or stolen permit may result in criminal charges.  Vehicle subject to towing and impoundment.

Improper Use of a Handicapped Permit
$300
Issued for possession of a lost, stolen or altered handicapped permit, or using a permit that belongs to another individual. May result in criminal charges.  Vehicle subject to towing and impoundment .
Parking in a Handicapped Space or Transfer Area
$250
Issued to individuals who park in a handicapped space and do not display a valid, state-issued handicapped permit or license plate.  Issued to vehicles parked in an adjacent transfer area, with or without a valid handicapped permit.  Vehicle subject to towing and impoundment .
Prohibited Parking
$100
Issued to individuals parked in a fire lane, within 15 feet of a hydrant, in a roadway, on crosswalks or at bus stops. Exceptions made for marked fire/rescue vehicles and police vehicles.  Vehicle subject to towing and impoundment .
Valid Permit Not Displayed
$75
Issued when a valid permit is not displayed in lots which require a permit. Also issued for parking more than one vehicle on campus at one time.
Improper Parking Area
$75
Issued to individuals who park in an area without displaying the appropriate permit or authorization. This includes, but is not limited to: failure to display the appropriate permit for the lot, parking in a reserved or restricted space, parking in a loading dock, parking at a bagged meter, parking in landscaped areas, or parking in other areas not designated for parking.
Exceeding Time Limit (Loading/Unloading Spaces)
$40
Issued when parked in a space designated for loading/unloading beyond the allowed timeframe.
Expired Meter
$20
Issued when parked at an expired meter; parked beyond the time printed on a pay & display permit, or displaying an expired timed permit, including parking at a jammed or malfunctioning meter.
Parking in More Than One Space
$20
Issued to any vehicle that is not parked within the two lines designating a parking space.
Abandoned Vehicle
$20
Issued to any vehicle determined by Parking and Transportation Services to have been abandoned or stored on the property without the approval of the University.
Improper Display of Permit
$10
Issued to a vehicle when the permit is not displayed in a fashion that the permit number, type and expiration date is clearly visible or the permit is not displayed in the designated location.
