  Summary: While on post at eh Homecoming Celebration, A TU officer observed an underage commuter student with an open can of beer.  The student was not wearing a green wrist band which was given to guest that were of age to consume alcohol.  The officer approached the student and asked for identification.  The student was cooperative and admitted to being underage.  The student did not appear to be under the influence of alcohol.  Civil citation was issued.  Referred to OJA.
