In an effort to establish a long-term vision for the future physical development of Towson University, a one year planning process was undertaken to complete a new campus master plan. The resulting vision sets forth a framework for development of academic and student life buildings, as well as the roads, parking, utilities, and landscapes to support these buildings. Guiding principles were established for improving institutional image, creating a sense of arrival to campus, forming an identifiable campus place that is connected to its larger community, and integrating manmade and natural environments.

Perhaps as important as the final master plan document was the process that was used in developing the plan. The university was committed from the beginning of the project to an inclusive and participatory process. In the past, the university had been guided by master plans that were focused inward, resulting in disjointed campus development that was disconnected from the larger Towson community. Heeding this history, the university took steps to ensure that the process undertaken included on-campus and community stakeholders. This effort was successful—the plan benefited from the input and feedback of more than 75 campus and community groups, over 1,000 people and thousands of hours of work by university staff and consultants.
